DeepSeek recently released version 3.1, featuring three key highlights: a hybrid inference architecture, improved thinking efficiency, and stronger agent capabilities.

Bernardo Mariano Junior, Assistant Secretary-General and Chief Information Technology Officer of the United Nations, said that he has been using DeepSeek since its release. As UN CITO, he has tried a range of LLM tools, including ChatGPT, Microsoft Copilot, and DeepSeek.

“I would say DeepSeekis much cheaper, but still powerful. So I think it's revolutionizedhow large language models are conceived in terms of theircomputing power,” he added. “I think that's a great evolutionand a great benefit for everyone. To have a large language model, you don't need the highest processing capacity.”

Bernardo Mariano Junior said China not only leads in AI technology and application, but also makes sure that it's open-sourced. He noted that China is willing to share its achievements, so that they benefit not only China but the world.

Looking ahead, Bernardo Mariano Junior expects China to continue innovating and creating space for AI development. More importantly, China will continue to play a key role in AI governance. While investing in innovation and promoting the development and application of AI, attention should also be paid to its ethical use and governance mechanisms.
